Building a digital commons of Public Administraton for OS sofware: the experience of CSI-Piemonte
The Italian law provides for the publication under a free licence of all software belonging to a public administration. But publication is only the first step, not the last. The Digital Administration Agency supports collaboration between public administrations in order to preserve the value of each investment, thus avoiding forks and duplications. But how do we manage the interaction between public administrations? How do we manage a common roadmap, between binding regulation of public action and the flexibility of the EU model, to reinforce the advantage of a "new public Open Source contract"? In addition, new models need to be found to interact with existing communities, and to create an experience of co-development and co-publication.Regarding these questions, CSI-Piemonte - a consortium of regional public entities aiming to manage their information systems - has created an internal and open source skills centre that currently supports the creation and publication of internal and external open source projects, collaborating with other public administrations and pre-existing communities. In this context, the CSI would like to share its first experience in the development of digital communities, the problems encountered and the solutions assumed: New public projects published on GitHub, the study of models of sustainable communities, interaction with communities in the field of Geographic Information Systems and the development of an open source digital commons between public administrations.

Lawyer and mum of 43 years, from the youth passionate about technology and free software, graduated with honors with a thesis on the Internet and privacy in European countries; she received a master's degree in IT law anche Legal Informatics at the University of Bologna and - this September - a master's degree in free software management in Turin. She worked in a medium-sized legal firm in Milan dealing with privacy and copyright and today she works at the CSI-Piemonte, a consortium for the management of information systems of public entities in Piedmont, where she deals with intellectual property - especially applied to software - licensing management, research and development and international projects.

Construire un bien commun numérique de l'administration publique pour les logiciels d'exploitation : l'expérience duover CSI-Piemonte
La loi italienne prévoit la publication sous licence libre de tous les logiciels appartenant à une administration publique. Mais la publication n'est que la première étape, pas la dernière. La Digital Administration Agency appuie la collaboration entre administrations publiques afin de préserver la valeur de chaque investissement, évitant ainsi les forks et duplications. Mais comment gérer l'interaction entre les administrations publiques ? Comment gérer une feuille de route commune, entre la réglementation contraignante de l'action publique et la flexibilité du modèle communautaire, afin de renforcer l'avantage d'un « nouveau contrat d'Open Source public»? En outre, de nouveaux modèles doivent être trouvés afin d’interagir avec les communautés existantes, et de créer une expérience de co-développement et de co-publication.En ce qui concerne ces questions, le CSI-Piemonte - Un consortium d’entités publiques régionales visant à gérer leurs systèmes d’information - a créé un centre interne et open source de compétences qui soutient actuellement la création et la publication de projets open source internes et externes, en collaborant avec d'autres administrations publiques et communautés pré-existantes. Dans ce contexte, le CSI souhaite partager sa première expérience dans le développement de communs numériques, les problèmes rencontrés et les solutions supposées : De nouveaux projets publics publiés sur GitHub, l’étude de modèles de collectivités durables, l’interaction avec les communautés dans le domaine des Systèmes d'Information Gégographiques et le développement d'un commun numérique open source entre administrations publiques.
A propos de Laura GARBATI :
Avocate, CSI Piemonte
Avocate et mère de famille de 43 ans, passionnée par la technologie et les logiciels libres, elle a obtenu une thèse avec mention sur le sujet d' "Internet et la protection de la vie privée dans les pays européens". Elle a par ailleurs obtenu une maîtrise en droit informatique à l'Université de Bologne et, en septembre, une maîtrise en gestion de logiciels libres à Turin. Elle a travaillé dans un cabinet d'avocats de taille moyenne à Milan, en tant que spécialiste dans la protection de la vie privée et du droit d'auteur. Elle travaille aujourd'hui au CSI-Piemonte, un consortium pour la gestion des systèmes d'information d'entités publiques du Piémont, où elle s'occupe de la propriété intellectuelle appliiquée aux logiciels - gestion des licences, recherche et développement et projets internationaux.
