Public Administration and free software in Italy
In the light of the new legislation of the digital administration code, and of the Agid guidelines in publication, an example of how these principles can be declined in a public administration: strategies, organization, contractual clauses and a common license strategy. A proposal for a vademecum to manage the development of open solutions, establish a center of internal expertise and make a compatibility check, in order to publish not only an application but a truly reusable project. Finally, take advantage of the community as a public value for reuse 2.0.

Lawyer – legal office, CSI Piemonte
Lawyer and mum of 43 years, from the youth passionate about technology and free software, graduated with honors with a thesis on the Internet and privacy in European countries; she received a master's degree in IT law anche Legal Informatics at the University of Bologna and - this September - a master's degree in free software management in Turin. She worked in a medium-sized legal firm in Milan dealing with privacy and copyright and today she works at the CSI-Piemonte, a consortium for the management of information systems of public entities in Piedmont, where she deals with intellectual property - especially applied to software - licensing management, research and development and international projects.

Public Administration and free software in Italy
À la lumière de la nouvelle législation du code d’administration numérique et des directives Agid en publication, voici un exemple de la manière dont ces principes peuvent être déclinés dans une administration publique: stratégies, organisation, clauses contractuelles et stratégie de licence commune. Une proposition de vademecum pour gérer le développement de solutions ouvertes, créer un centre d'expertise interne et effectuer un contrôle de compatibilité, afin de publier non seulement une application, mais également un projet véritablement réutilisable. Enfin, tirez parti de la communauté en tant que valeur publique pour la réutilisation 2.0.
A propos de Laura GARBATI :
Avocate, CSI Piemonte
Avocate et mère de famille de 43 ans, passionnée par la technologie et les logiciels libres, elle a obtenu une thèse avec mention sur le sujet d' "Internet et la protection de la vie privée dans les pays européens". Elle a par ailleurs obtenu une maîtrise en droit informatique à l'Université de Bologne et, en septembre, une maîtrise en gestion de logiciels libres à Turin. Elle a travaillé dans un cabinet d'avocats de taille moyenne à Milan, en tant que spécialiste dans la protection de la vie privée et du droit d'auteur. Elle travaille aujourd'hui au CSI-Piemonte, un consortium pour la gestion des systèmes d'information d'entités publiques du Piémont, où elle s'occupe de la propriété intellectuelle appliiquée aux logiciels - gestion des licences, recherche et développement et projets internationaux.
